Many tuning devices (like the Ford Performance ProCal 4 or SCT X4) require you to first download your stock calibration file. This “stock read” is sent to the tuner, who then modifies it and sends back a custom file. Without this initial download, tuning is impossible.
Moreover, Ford has recently begun locking down ECUs with for 2023+ models. This requires online authorization from Ford servers even to read a calibration file. Independent shops are fighting for access, but for now, deep calibration access still favors dealerships. Ford Calibration Files Download
