Do run VCDS from your Desktop, Downloads, or OneDrive folder. Windows protects these folders aggressively (Controlled Folder Access).

If none of the above works, your Windows installation may have deep-seated security policies, or you may have previously installed a different VCDS crack that left hooks in the registry.
